Kamloops looking to revamp snow and ice policy

KAMLOOPS — The City of Kamloops will give its old snow removal policies the cold shoulder as the Committee of the Whole is set to consider a revamped Snow and Ice Control Policy on Tuesday (April 28).

The new policy will consolidate previous information to establish clear definitions, service standards, priority classifications, equipment utilization guidelines, and timelines for snow and ice control in the city.

The meeting document also states that the new policy will also acknowledge limitations, including weather conditions, staffing, equipment availability, and budgetary constraints, and communicates realistic expectations by clarifying that surfaces may not be cleared to bare pavement.

Additionally, the new policy will accommodate operational discretion, allowing supervisors to choose the equipment and methods used based on conditions, allocate staffing, response escalation, snow removal approval, redeployment of resources by zone and recommend closures.

Each winter, dedicated crews perform snow and ice control over approximately 1,500 kilometres of road, 100 kilometres of sidewalks, 260 transit stops, 530 cul-de-sacs, 40 kilometres of pathways, and parking lots and access roads across Kamloops,” said City staff in the report.

“The safety of citizens and employees, ease of travel for vehicles and pedestrians, and accessibility in public transit and school zones are just some of the key factors influencing operations during a snow and ice event.”

Under the current rules, standards and priorities are set by Council-approved service levels, while the updated policy will allow the Civic Operations Department to make decisions based on resources, conditions and safety.

If approved, the old snow and ice control policies will be rescinded and replaced with the Council Policy No. CO-1, Snow and Ice Control.
