Kamloops council committee mulling timeline options for next Citizen Satisfaction Survey

KAMLOOPS — The City of Kamloops is mapping out its plan to carry out the next Citizen Satisfaction Survey. 

In a memo being presented to Kamloops council’s governance and service excellence select committee Tuesday (Feb. 23), the city proposes three options regarding the survey’s frequency, schedule and timing. 

The first option would maintain the status quo, meaning the next survey would be conducted in November 2026 and presented to the new Kamloops council in January 2027. A mid-term survey would then be held in November 2028. 

The second option would have the survey carried out in spring 2027 with a mid-term survey in spring 2029. The city says staff have received feedback that the survey being close to the municipal election may influence residents’ opinions and perspectives. 

Finally, the third option would continue the trend of surveys being conducted once every two years, although the next survey would take place in fall 2027 to avoid the 2026 municipal election cycle. A mid-term survey would then take place in fall 2029. 

The city notes that the survey’s frequency has changed over time, including from every three years to being held annually, to now every two years. 

“When the frequency moved to every four years, the survey was aligned with the election cycle to help inform a new council’s strategic planning process. A mid-term survey was added in 2024 to help Council with a mid-term strategic plan review,” the report says. 

The Citizen Satisfaction Survey is designed to gauge Kamloops residents’ thoughts on their needs, concerns, priorities, and overall satisfaction with the city’s service levels. The city says data from the survey supports strategic decisions on long-term planning, priority setting and budgeting. 

Any recommendation from the committee would still need to be passed at a future Kamloops council meeting.
