Kamloops council to decide on three-year extension to Pathways shelter

KAMLOOPS — Kamloops City Council will decide whether to grant a three-year extension to the Pathways shelter during Tuesday’s meeting (April 21).

According to council documents, city staff are recommending that the temporary use permit (TUP) application from BC Housing be approved.

The 44-bed emergency shelter, located at 142 Tranquille Road, first opened on January 27, 2024 and was initially granted a 20-month TUP, which was set to expire on July 26, 2026.

The renewed TUP would keep the shelter open until July 26, 2029.

“The shelter provides emergency accommodation alongside health, cultural, and housing supports on Kamloops’ north shore for people experiencing homelessness. The site was established in response to a significant gap in shelter services on the north shore,” said the report to City Council.

“It was strongly advocated for by the Kamloops Access Hub Leadership Group which included members from the City of Kamloops, Tkemlúps te Secwépemc, BC Housing, Interior Health, the Ministry of Social Development and Poverty Reduction, the business improvement associations, and shelter and social housing operators.”

The document further indicates that the shelter has made a positive impact for Kamloops’ vulnerable residents.

“Between March and December 2025, Pathways supported measurable outcomes, including 16 participants transitioning into housing, 12 obtaining government‑issued identification, nine accessing detox or recovery services, 25 receiving ministry‑funded health supports, and 15 connecting to community resources,” said the document.

According to the report, the emergency shelter’s operator has committed to providing ongoing support to nearby properties that may be impacted by the shelter’s presence.

“ASK Wellness Society recognizes the impacts the shelter may have on neighbouring residents and businesses and prioritizes active site management and ongoing communication,” said the report.

“ASK Wellness remains committed to continued engagement with neighbours and to proactively working with people who are congregating outside the shelter.”

Kamloops Council will give their decision during Tuesday’s (April 21) meeting, which is scheduled to begin at 3 p.m.
