Kamloops mayor pushes back on council statement of support for CAO, criticizes breach of confidentiality

KAMLOOPS — Kamloops Mayor Reid Hamer-Jackson says he did not authorize a statement issued by council last week, offering its support to the city’s CAO and senior management team.

The initial statement, dated August 4, was apparently released in response to a Kamloops This Week report detailing findings of a third-party investigation into workplace strife at City Hall.

According to KTW, the investigation was partly based on complaints made by CAO David Trawin and three other employees about Hamer-Jackson’s conduct.

The investigation found Hamer-Jackson breached council’s code of conduct. As a result, the mayor is no longer allowed to meet with Trawin unless a third party is present.

The statement offers council’s full support of Trawin and other senior managers. It credits them with guiding council through the completion of several initiatives, including council’s strategic plan and the authorization of the Kamloops Community Land Trust Foundation.

Hamer-Jackson issued a response on Tuesday (Aug. 8).

In it, Hamer-Jackson says he “neither approved nor authorized” the statement’s release. He says he assumes it represents “the personal views of our elected City Councillors.”

Hamer-Jackson goes on to say the Friday council statement was made in response to media reporting of information he does not believe should have been made public as it was received in a June 13 closed meeting of council.

“The unauthorized, selective release of confidential information from a closed meeting… I believe to be a serious legal matter,” he says.

“I would prefer to deal with damaging allegations and statements in a court of law, or before a legally constituted tribunal, where due process is followed, and the rule of law is respected,” he continued.

Hamer-Jackson adds he will comment further on the results of the workplace investigation if and when council authorizes their full release.
