‘Corrected behaviour’: City of Kamloops says increased parking rates, fines having desired impact

KAMLOOPS — It has been a little over five months since the City of Kamloops overhauled its parking strategy, and it says the changes seem to be having the desired impact.

Parking fines were doubled and reduced ticket amounts were increased on June 1, in the hopes of decreasing the number of violations. Expired time or unpaid parking violations set you back $80 while fines for serious violations – like blocking a fire hydrant or a crosswalk – are now $100.

“The tickets now have some teeth so you’re able to seek restitution from folks that aren’t paying for parking,” Will Beatty, the city’s community services manager, said. “You’re seeing corrected behaviour of people paying for a violation and then able to see through the same platform of them paying for parking in future instances.”

The changes also included an increase to parking rates and times on streets as well as in city-owned surface lots. There were no changes made to hourly or daily rates at the two municipal parkades, but monthly rates went up by $10, as well.

While no hard data was available yet, Beatty said city staff are also noticing an increase in parking revenue, and he noted that could lead to discussions on how to use that additional revenue.

“It will be a larger topic of discussion for the Have Your Say Day (on Nov. 14) on the financial situation and viability of the parking program,” Beatty said.

“Parking is generally supposed to be like a utility where it pays for itself but we were venturing down a space in Kamloops where parking was not paying for parking and therefore taxation was eventually going to have to make up for that.”

Work on the parking management strategy began in 2019, with the goal of making the system “more equitable for residents, visitors and businesses.”

In April, Beatty told CFJC the plan is to phase-in the strategy by 2030, with annual rate increases scheduled on June 1 each year. There are plans to expand event parking and introduce paid on-street parking along the Tranquille Road corridor in 2027.

The city is currently soliciting feedback as it works to modernize its residential parking permit program, which is also expected to take effect next year.
