Proposed KSAR headquarters moving ahead as residents support up to $6.3M in borrowing

KAMLOOPS — Plans to build a new headquarters for Kamloops Search and Rescue (KSAR) have taken another step forward.

The Thompson-Nicola Regional District (TNRD) says it has obtained elector approval to borrow up to $6.3 million for the project that is set to rise on Devick Road in Rayleigh.

In a statement, the TNRD said it got 86 elector response forms from people who opposed the borrowing before the June 26 deadline. That was well below the 14,029 forms that were needed. The TNRD added certified results will be shared during the July 16 board meeting.

“Kamloops Search and Rescue is truly grateful for the support of the community and the entire TNRD,” KSAR president Paula Davies said. “This milestone not only reflects the community’s commitment but also strengthens our ability to respond.”

“The new facility will enable us to improve our training and preparedness, ultimately allowing us to respond more effectively. Together we are building a safer future for emergency response.”

The TNRD will borrow the $6.3 million over a 20-year period to fund construction of the facility as well as up to $100,000 annually for operating costs of the building. It estimated a residential tax rate of $1.07 per $100,000 of assessed value or $7.37 per year for a property in the TNRD valued at $680,000.

In addition to serving as a headquarters for KSAR, the facility would include a training hall for regional search and rescue organizations, as well as a new fire station to serve the Rayleigh area of Kamloops. The fire station was not part of the AAP, and it will be fully funded by City of Kamloops taxpayers.

“This newly approved Regional Search and Rescue Hall and Training Facility will enhance search and rescue services across the TNRD by enabling improved training and mobilization while ensuring KSAR has suitable equipment and storage needs,” a statement from the TNRD said.

“The TNRD is looking forward to collaborating with KSAR and all other regional SAR groups that will benefit from this facility.”

The TNRD said next steps involve working with project stakeholders on detailed design and construction timelines. More information will be shared as details are known.
