CSRD plans referendum vote on pair of community halls

SALMON ARM — The Columbia Shuswap Regional District (CSRD) Board is asking Electoral Area E voters whether they support a pair of funding proposals for the Malakwa Community Learning Centre and the Cambie Hall.

The separate funding plans will go to an elector assent (referendum) vote as part of the 2026 General Local Election on October 17.

If approved, the CSRD will provide $80,000 per year the Malakwa Community Learning Centre and $15,000 annually for Cambie Hall to pay for operations, maintenance, and long-term sustainability of the two halls.

Each hall would have its own financial contribution bylaw and a unique taxation service area covering the residents in the areas that benefit most from those services.

If the referendums pass, only those who live within the service areas would pay taxes supporting the halls, with rates based on their assessed property values.

For example: a property owner in the Malakwa Learning Centre Service Area with an assessed value of $250,000 would have to pay $107.20 in annual property tax, while a property owner with the same assessed value in the Cambie Hall Service Area would have to pay $33 per year.

CSRD officials said the halls serve as community hubs, and host a wide range of social, recreational, economic and public safety-related activities.

However, the CSRD does not own either facility.

“The Malakwa Learning Centre is owned by School District #83 and is leased to the Malakwa Community Centre Association, while the Cambie Hall is owned and operated largely by the Cambie Hall Association,” said a statement from the CSRD.

“Both community halls are struggling with finding enough money to keep up with costs of operation, replacing worn-out infrastructure and insurance. Recent changes to Community Works Fund (CWF) eligibility have made it difficult for these facilities to access this funding.”

The CSRD said Electoral Area E Director Rhona Martin expressed concern that the calls would have to close without stable funding.

Only residents who own property or live within the service areas will able to vote on their respective referendum ballot.

If the CSRD receives elector permission on the bylaws, taxation will begin in 2027.
