VERNON, B.C. — RCMP are releasing more information about an incident involving a heavy police presence in Vernon’s Mission Hill area.

RCMP say the Vernon North Okanagan detachment received information about a sighting of a person with a warrant for their arrest in an apartment in the 3400-block of Okanagan Avenue on Monday (Sept. 14) around 3:30 p.m.

“Front line officers, who had been in the area on another unrelated matter, observed a man matching the description of Alexander Boucher, as he retreated inside a unit. RCMP set up an area of containment around the property and called upon the RCMP Southeast District Emergency Response Team to assist,” said Cpl. Jesse O’Donaghey, media relations with the Southeast District.

The 36-year-old Boucher, of Enderby, has been charged with attempted murder and other charges in connection with a stabbing incident in Blind Bay Aug. 17.

Jordy Kyle Moyan, 33, of Kelowna and 40-year-old Terrance Alan Jones of Edmonton are also charged, with Moyan in custody and Jones still unaccounted for.

As the team made its entry into the apartment, tactical ERT officers deployed a distraction device inside the suite. Once inside officers discovered that a fire had been lit inside a storage room area. Investigators believe the device utilized by the tactical team may have sparked some loose debris.

“To ensure the safety of other building residents, the RCMP Critical Incident Commander ordered the immediate evacuation of adjacent apartments,” O’Donaghey said. “Vernon Fire Rescue Services crews were provided over-watch support as they managed to contain the small fire to the single unit.”

Dog services teams were also on hand during the operation.

“Vernon RCMP, who provided support to evacuees at the scene, wish to extend its appreciation for the patience and understanding of all those impacted by the unfolding situation,” O’Donaghey added.

RCMP continue to search for both Alexander Boucher and Terrance Jones and warn the public not to approach either man, but call 9-1-1 immediately.

Anyone with any information on the current possible whereabouts of Boucher or Jones is urged to contact their local police of jurisdiction or the Salmon Arm RCMP General Investigation Section (GIS) at 250-832-6044. Or remain completely anonymous by calling Crime Stoppers at 1-800-222-8477.
