“It’s about community-based regulation rather than strict prohibition.”

Those 19 and older can bring their own alcohol within a clearly marked area of Rotary Bandshell in Riverside Park, which the city said is accessible, visible and aligns with park activities, such as picnicking and the seasonal Music in the Park concert series.

Even though drinking is allowed within the designated area, city bylaws still require responsible consumption.

“While moderate consumption is allowed, public intoxication is prohibited. Under Parks and Public Lands Bylaw No. 35-66, the RCMP and Community Service Officers are authorized to direct individuals to dispose of liquor if they are not complying with the rules,” said the city.

“Any person found violating the bylaw is subject to a penalty of $100 for a first offence and $200 for each subsequent offence.”

Since major events are regulated under a private liquor licence, the pilot program will not apply to the following dates:

• June 12 – Riverside Park Community Event showing the FIFA World Cup 2026
• June 18 – Canada Celebrates the FIFA World Cup 2026
• June 24 – Riverside Park Community Event showing the FIFA World Cup 2026
• July 1 – Canada Day festivities
• July 19 – Riverside Park Community Event showing the FIFA World Cup 2026
• July 22 – Music in the Park Midsummer Music Jam
• July 24–26 – Kamloops International Buskers Festival
• August 7–9 – Kamloops Sports Council Ribfest

City officials said public opinion has shifted over the years, moving from an even split between supporters and opponents, to a significant increase in supporters.

“This change suggests the community became more comfortable with the program and its perceived benefits were increasingly recognized,” explained Smeaton.

“That said, we are continuing the pilot program so we can gather more data, collect public input and gain insight into any enforcement challenges or unintended consequences.”
