Six-storey, 90-unit rental building for 55+ adults slated for Glenwood Drive property in Valleyview

KAMLOOPS — The proponents behind a controversial Valleyview apartment building are proposing to earmark the entire development as seniors’ rental housing for people over the age of 55.

In a report going before Tuesday’s (Dec. 9) meeting, city staff say the proponents have applied for a development permit for a six-storey, 90-unit, purpose-built rental apartment building at 2001 Glenwood Drive, near the intersection with Oriole Road.

In January, city councillors approved a rezoning application to allow up to 120 units on that property near Valleyview Secondary School. Council also greenlit a variance to increase the maximum height of the future building from four to six storeys, much to the dismay of some area residents.

“The applicant has indicated that the building will be an independent-living seniors’ rental community designed specifically for residents aged 55 and older,” the staff report said. “It is also worth noting that the property…will meet the minimum vehicle parking requirements (78 spaces required; 79 proposed).”

According to city staff, the new building will include 57 one-bedroom units, eight one-bedroom with den units, and 25 two-bedroom units. It’ll also include unspecified amenities and bicycle parking on the main floor.

Staff note the applicant is seeking to enter a housing agreement with the city in order to get a 10-year property tax exemption as the property is in an area where the revitalization tax exemption for purpose-built rentals applies, as long as there are at least 10 units.

As with all revitalization tax exemptions, the tax exemption will apply to municipal taxes on the increased assessed value of the property.

Kamloops council is being asked to give the housing agreement bylaw its first three readings Tuesday. City staff say they’re in support of the application and that they will be tasked with approving the development permit through the delegated authority.
