Five charged after months-long Kamloops RCMP drug investigation

KAMLOOPS — RCMP say five Kamloops residents are facing dozens of charges as the result of a lengthy drug and weapons investigation.

In a news release issued Thursday (July 31), Superintendent Jeff Pelley says the following five people are expected to appear before a provincial court judge on August 25, facing a total of 45 charges:

  • Justin Robert Ferrier (13 charges)
  • Ashley Rose Robinson (12 charges, jointly charged with Ferrier)
  • Kristy Elizabeth Johnson (12 charges)
  • Justin Anthony Coughlan St. Arnault (5 charges)
  • Yasmine Alyssia Parra (3 charges, jointly charged with St. Arnault)

The Kamloops detachment’s Targeted Enforcement Unit (TEU) launched a drug trafficking investigation in September 2023, called ‘Project EPARALYSIS’, focusing on drug dealing through local motels and homes. The operation culminated in April 2024 with raids of the Scott’s Inn Motel in downtown Kamloops and a home on Dallas Drive.

Pelley says police seized about 5 kg of cocaine, methamphetamine and fentanyl, capable of producing 10 kg of street drugs when mixed with other ingredients. They also confiscated eight guns, a taser, about $60,000 in cash and various pieces of equipment.

“This enforcement operation represents a substantial disruption to entrenched drug trafficking networks operating in Kamloops,” said Pelley.

“Amid competing priorities, including a developing violent conflict affecting local resources, our members acted decisively and safely to dismantle key trafficking operations,” added the TEU’s Sgt. Kevin McIntyre. “We remain focused on the individuals who pose the greatest threat to public safety and continue to monitor for fallout following this enforcement action and subsequent charges.”
