City of Kamloops staff pay jumped 11 per cent in 2025: report

KAMLOOPS — New City of Kamloops records show an 11 per cent jump in staff remuneration in 2025 – after a similar increase one year before.

The city’s annual Statement of Financial Information will come before council at its regular meeting next Tuesday (June 23).

The report notes staff remuneration rose 11 per cent from 2024 to 2025. This comes after a 10.6 per cent increase from 2023 to 2024.

Corporate Services Director David Hallinan attributes the increase largely to salary raises in negotiated agreements with the city’s approximately 900 employees represented by the Canadian Union of Public Employees and Kamloops Fire Rescue staff.

The report notes the number of staff making $100,000 or more annually increased from 279 to 329 year over year – an 18 per cent hike. Similarly, the number of employees making at least $75,000 jumped from 539 to 630 (17 per cent).

“The increase in 2025 total remuneration over 2024 equates to an approximate $37.19 increase in property taxes paid on an average City of Kamloops residence,” notes the report.

The person paid the most by the city in 2025 did not spend a day on the job. Former chief administrative officer David Trawin was paid $384,871 for the year. Trawin went on personal leave in March 2024 before reaching a settlement agreement to leave the corporation. He later blamed his departure on Mayor Reid Hamer-Jackson, saying the mayor made his employment “unsustainable and untenable and negatively or adversely impacted him on both a professional and personal level.” Hamer-Jackson has disputed he was the reason for Trawin’s departure.

Deputy Mayor Mike O’Reilly confirmed to CFJC Today Friday Trawin’s 2025 remuneration was negotiated as part of his settlement agreement, with the majority being reimbursed to the city by a third party.

Chief Administrative Officer Byron McCorkell was the highest earning active employee in 2025, making $343,903 in salary, benefits and expenses.
