Pair of AAPs pass, allowing Kamloops to borrow up to $25.75 million for big ticket projects

KAMLOOPS — The City of Kamloops will move forward with borrowing up to $25.75 million for a pair of projects that are already underway.

The City said this authorization comes after their alternate approval processes (APP) for the property purchase at 965 McMaster Way and Phase 3 of the Tranquille Road Sanitary Main and Road Enhancement Project received less than the minimum threshold of opposition.

Both projects needed to receive at least 8,527 responses, which is 10 per cent of the 85,273 eligible electors.

The City said the 965 McMaster Way purchase will max out at $16.75 million to purchase and improve a 9.77-acre parcel of land, with the goal of expanding their Civic Operations Yard. The development is expected to support Kamloops’ operational growth for the next 25 to 50 years.

“As the community expands, so do the demands on municipal services,” said the City.

“The new site will accommodate the increasing need for equipment, machinery, and materials required to maintain infrastructure and deliver essential services such as snow removal, waste collection and parks maintenance.”

The proposed borrowing for the McMaster Way purchase received 1,255 responses, representing 1.47 per cent of eligible electors.

Meanwhile, the city will seek to borrow up to $9 million for Phase 3 of the Tranquille Road Sanitary Main and Road Enhancement Project.

“This is the third and final phase of a project to replace the sanitary sewer trunk main that runs between Aviation Way and 12th Street. This main services approximately 39,000 people and is one of the city’s most critical sewer mains,” said City officials.

“The infrastructure is nearing the end of its life and requires replacement and increased capacity to support growth.”

The city received 849 responses in opposition to borrowing for Phase 3, representing 0.996 per cent of eligible electors.

The results of the two APPs will be discussed in the next Kamloops City Council Meeting on Tuesday (June 9).
