TNRD Referendum

Residents in Blue River and Avola to vote on expanding mosquito control to the area

Apr 21, 2026 | 8:00 AM

BLUE RIVER, B.C. — Residents in about 180 properties in the Blue river and Avola area will get to have their say on a proposal to expand for mosquito control service in Electoral Area “B” (Thompson Headwaters) of the Thompson-Nicola Regional District (TNRD) in less than two months.

General voting day for the referendum will take place from 8:00 a.m. to 8:00 p.m. on June 13 at the Blue River Community Hall. Advance voting will take place Wednesday, June 3, from 8:00 a.m. to 8:00 p.m. at the Avola Schoolhouse, while residents will also be able to vote my bail, as long as it reaches the chief election officer no later than 8:00 p.m. on general voting day.

The TNRD said this referendum will only pass if more than 50 per cent of eligible voters who participate vote “yes.” A previous attempt to establish mosquito control service in the area in 2021 was defeated as only 32 per cent of the eligible property owners who voted, were in favour.

“Since the previous petition five years ago, concerns and complaints about mosquitos have continued to be shared from Blue River and Avola, leading to this proposal coming forward once again,” a statement from the TNRD said.

“One key difference is the proposed mosquito control service would extend across all of Electoral Area “B,” as opposed to being a local service in Blue River only.”

While its not clear how residents will vote, the TNRD said 54 of 70 respondents (77 per cent) to a nearly six-week long survey this year said the regional district should hold a public assent process – a referendum – on whether to implement a mosquito control service.

Currently, the TNRD carries out mosquito control service in seven of the 10 TNRD Electoral Areas, five of the 10 TNRD member municipalities and three Indigenous communities. The intent of mosquito control service is to reduce the mosquito population to tolerable levels for residents and visitors.
