KAMLOOPS — Kamloops City Council is set to have their semi-monthly meeting on Tuesday (March 24), with a motion to pause the Centre for the Arts and arena multiplex projects on the docket among other discussions.

Mayor Reid Hamer-Jackson will put forward a motion to put the Kamloops Centre for the Arts and the arena multiplex capital projects on hold for at least one year.

In the motion, Hamer-Jackson said the multiplex and the Centre for the Arts collectively represent some of the largest currently approved capital projects in the city and present a long-term financial commitment that could impact the city’s finances and taxpayers for decades.

With the Local General Election coming up in October 2026, Hamer-Jackson’s proposal states the pause will give further decisions to the future city council.

If approved, the mayor’s motion will direct staff to look into the contractual, financial or legal implications of implementing the pause.

Council will also discuss a motion from Councilor Nancy Bepple is bringing forward a proposal to encourage car sharing in the community.

Bepple’s proposal seeks to include car sharing services as an action item the City’s Transportation Demand Management Implementation Plan.

In the motion, Bepple said car sharing services can reduce parking demand and congestion, along with other benefits.

“Car sharing is a proven transportation demand management strategy supported by business and development sectors that can reduce infrastructure costs, expand mobility options, and enhance walkable, vibrant urban neighbourhoods,” noted Bepple in her proposal.

The document noted that similar policies have been implemented in other municipalities such as Kelowna, Saanich, Nanaimo and New Westminster.

If the motion get through chambers, staff will explore options to support car sharing services in Kamloops and report back to City Council.

Council’s agenda will also have members considering a zoning amendment for another apartment building across from Thomson River University.

The proposal from Dalhousie Drive Investments requests a site-specific zoning amendment to allow the construction of an 83-unit, six-story apartment building at 821 McGill Road.

The planned building would add one more apartment complex to an existing six-building development for a total of 301 units across seven buildings.

If the proposal is approved by City Council on Tuesday, the zoning amendment will be held at third reading, pending a green light from the Ministry of Transportation and Transit.
