Fourth Avenue reopens as city prepares for next phase of Kamloops Centre for the Arts construction

KAMLOOPS — Fourth Avenue has reopened between Seymour Street and St. Paul Street as crews have completed shallow utility work related to the Kamloops Centre for the Arts project.

The one-block section of Fourth Avenue was closed to traffic on Feb. 2, and according to city estimates, the reopening is on schedule as work was expected to take two weeks.

This was the first in a series of traffic and parking disruptions around the arts centre project site at 393 Seymour Street — the location of the former Kamloops Daily News building, which was then used as a parking lot until the end of November.

“Over the coming week, short-term, rolling lane closures will occur around the site as crews gear up for the next phase,” the city in a statement.

“Effective Monday, Feb. 23, the construction fencing will expand and on-street parking immediately adjacent to the north, east, and south sides of the Kamloops Centre for the Arts site will be restricted.”

In a previous statement, the city said additional parking restrictions may be implemented as needed in accordance with the project’s traffic management plan.

A groundbreaking for the arts centre project was held in November and city staff told CFJC last week they’ll work to limit the parking and traffic impacts as much as possible.

“You’ll see the more stable traffic pattern get set up where the site comes to take up each of these streets. That is going to be there for the long run,” Adam Gordon, the city’s project delivery manager, said last week.

“This is going to be about a two-and-a-half-year build. It really won’t be until 2029 that we see that traffic pattern reduced back to normal levels.”

A separate sewer main project on Fourth Avenue between St. Paul Street and Battle Street – to upgrade capacity for the City Gardens development as well as the arts centre – is currently expected to resume in March.

Work began at Lansdowne Street in July last year, and crews made it to St. Paul Street by the end of the construction season. Updates on that project can be found here.
