Contract awarded as North Kamloops library set to undergo renovations in 2026

KAMLOOPS — The Thompson-Nicola Regional District (TNRD) has awarded a contract for renovation work at the North Kamloops Library, with more details on construction timelines expected to be released within a couple of weeks.

The contract was awarded to Kamloops-based A&T Project Developments with a maximum price of $364,546.53, which includes a 15 per cent contingency fee. It was approved last month after a public tendering process via BC Bid received six quotes, according to the TNRD.

In a staff report, the TNRD said renovations will include custom millwork for furnishings, along with cosmetic upgrades like fresh paint and new carpets.

“Since 2010, the North Kamloops Library has been a vital part of our community, providing a welcoming and practical space for everyone,” the report said. “Over the years, natural wear in high-traffic areas has become noticeable and the facility has reached a point where renovation is essential.”

“Updating the design and improving functionality will ensure the library continues to meet the evolving needs of our growing community.”

The project will also include an expansion to the children’s area to better accommodate program needs and a relocation of the library’s youth area to improve functionality.

“As both programming and collections have increased, this expanded space will be heavily used,” the TNRD report added. “Staff have worked with a design consultant to develop an aesthetic and practical layout solution that will provide the library with a much-needed refresh.”

A&T’s winning bid came in at $316,996.98, well below the project’s budget of $465,000. The remaining $47,549.55 makes up that 15 per cent contingency amount, which the TNRD notes will only be used if “unforeseen circumstances require work beyond the scope of the original bid.”

The TNRD will use up to $215,000 from its capital reserve, which is funded by local taxpayers, and $250,000 from the provincial Enhancement Grant to pay for these renovations.

It’s not clear when exactly work will begin, though the TNRD has already confirmed it will not be shutting down the North Kamloops library branch.

“Given that the North Kamloops Library branch is one the community’s most frequently visited branches, staff and contractors have structured the renovations in planned phases to ensure that the branch remains operational and accessible throughout the construction period,” the TNRD report said.

In December 2024, former Thompson-Nicola Regional Library Chief Librarian Judy Moore said the existing North Kamloops Library building is “rather outdated” and in need of upgrades.
