Kamloops MLA Stamer’s private members bill passes second reading

KAMLOOPS — Kamloops-North Thompson MLA Ward Stamer’s private members bill has received unanimous consent at second reading and is now off to the committee stage.

Stamer’s bill looks to implement mandatory dash cameras in all commercial vehicles operating within the province.

The governing NDP did raise concerns with the bill over privacy and enforcement, being the lone jurisdiction in North America to mandate the change. Stamer credited the success to conversations across the aisle.

“I was quite relieved because there wasn’t a lot tells going on in the first few minutes in the chamber. Then it was apparent and got a few winks and smiles, I was feeling pretty good about it,” said Stamer about the moments before it passed. “It was good for B.C., regardless of the fact that we would be the first jurisdiction. I think it’s important to realize this really should be a bipartisan bill. It shouldn’t just be my bill.”

With the current legislative session wrapping up, the bill will now go out for public submissions.

It’s expected it won’t proceed further until the house resumes sitting in the spring, when a committee will be struck to debate the merits of the bill and propose changes or amendments.

“We have a real short portal. All submissions are open now and only go until December 9, and that includes written submissions and opportunities for people to come and present to the committee, whether it’s by Zoom or in person,” outlined Stamer. “We don’t even know when the committee will be struck and who is actually on that, how that works. It will probably be in March, if not the first part of April. And yeah, there might be some give and take.”
