Release of high-risk sexual offender into Kamloops another painful reminder for survivors: KSACC

KAMLOOPS — Over the weekend, the Kamloops RCMP put out a public interest notification regarding a dangerous sex offender being released into the community after completing his provincial sentence. The release does come with a number conditions, including 24/7 house arrest.

Taylor Dueck has been released into Kamloops on probation after finishing his provincial sentence. Kamloops Mounties believe he represents a serious and imminent risk to people under the age of 16, including children.

“We did put that information out under the privacy act and it does regard a dangerous sex offender. With that, he has been convicted of offenses including sex assault, sex assault with weapon, threats and bodily harm, and also sex assault with a person under the age of 16 years old,” said Cpl. Dana Napier, Kamloops RCMP spokesperson.

For survivors of sexual assaults, hearing the latest news can be harmful and trauma inducing.

“Every time a survivor opens the news or reads the newspaper, they are being disappointed by the justice system, because time and time again, the justice system fails survivors,” said Alix Dolson, executive director of the Kamloops Sexual Assault Counselling Centre (KSACC). “Certainly reading this information can be harmful, can be tough for people to cope with. And even for the wider public to have this public safety concern in our community for parents — for everybody, really, it’s concerning.”

With multiple high profile sexual assault cases in the media, the past few months had already been challenging for many survivors and their loved ones.

“If we are hoping to reintegrate people back into the community then adequate supports needed to be provided while they are incarcerated to ensure when they are released to the public, they are ready to integrate into being full members of the community. The fact that we have had a public safety announcement from the RCMP on this file indicates that it’s pretty clear that… that person is not ready to be a safe member of our community,” added Dolson.

Dueck must remain in his home under house arrest and is forbidden from attending any public parks, swimming areas, community centres, theatres, day cares, schools, playgrounds or any place people under 16 years old are present or expected to be.

“He does have a condition to be under 24-hour house arrest. If you do see him out in the public, if you see him anyplace where children or young people are expected to be, call 911 and let us know so we can go and investigate,” said Cpl. Napier.
