Kamloops developer proposing new Ord Road housing project with 344 units

KAMLOOPS — A Kamloops developer is proposing to build another 344 units of housing across three six-storey apartment buildings on Ord Road, where construction could begin as early as next year.

Joshua Knaak with Arpa Investments says the development is slated to rise at the former Yellow Cabs location at 1100 Ord Road.

“It’s a piece of property that we acquired with some partners, and it’s about 4.5 acres,
Knaak told CFJC Today. “We’re working on getting that through the development permit and rezoning process.”

While plans have not been finalized, Knaak said the development is expected to include studio, one, two, and three bedroom units. He also said a decision on whether the units will be sold or rented has not yet been made, as it “depends on what the needs are in the market at that time.”

Knaak told CFJC Today that the plans for this development include a new multi-use path along Ord Road so people can access the nearby intersection with Westsyde Road, 8th Street, and Bachelor Hills Drive.

“Part of the process was to work on a multi-use pathway that would ensure that people get easy access to that intersection, to transit, and anything else that once can access through there,” Knaak said.

“There are parks around there and schools nearby and the big thing that the City wanted to ensure was an extensive multi-use pathway that connected those.”

He also said the application process includes a traffic impact assessment as well as a rezoning of the property. It is currently zoned C4 (Service Commercial) and Arpa is applying to rezone it to RM5 (Multi-Family 5, High Density).

“There’s quite a bit of land up there and there is a building which has been leased out in the interim,” Knaak said. “Nothing moves super quicky here so we’ll still continue to keep the building occupied, and we’ll continue to work with them as this moves forward.”

“There’s the development permit, the rezoning, the building permit, the design and all those kinds of things so it might be 2026 when construction starts or maybe early 2027, depending on how things go.”

This development proposal comes as the City of Kamloops has been tasked with building 4,236 net new housing units by Sept. 2028. There are also plans to reintroduce transit service along Ord Road to Kamloops Airport in Jan. 2027.
