Council formalizes ‘Made in Canada’ procurement strategy for City of Kamloops operations

KAMLOOPS — In response to the burgeoning trade war between Canada and the United States, the City of Kamloops has formally adopted a ‘Made in Canada’ approach to procurement.

The motion was brought forward at Tuesday’s (April 8) regular meeting by Councillor Dale Bass.

“Whereas economic stability and sustainability is essential for all levels of government and whereas long-existing market barriers that historically restricted interprovincial trade are being removed by the federal and provincial governments, therefore be it resolved the City of Kamloops shall prioritize a ‘Made in Canada’ procurement policy, when possible,” read Bass into the record.

Staff noted there are examples when it will not be possible to buy Canadian goods and services, such as firefighting equipment, which is not generally manufactured in Canada.

Otherwise, Corporate Services Director David Hallinan noted municipalities are not subject to the terms of the Canada-United States-Mexico Agreement (CUSMA) but are subject to a trade agreement between the four western provinces in Canada.

“What we are able to do within this framework and within the compliance that’s in place is we are actually able to exclude American organizations from bidding on our opportunities,” said Hallinan. “That said, there will be times when there is only a U.S.-based supplier.”
