Council to vote on rezoning that would clear path for North Shore affordable housing development

KAMLOOPS — Kamloops city council will vote on Tuesday (Aug. 27) during its regular meeting on whether to approve a rezoning application that would pave the way for BC Housing affordable housing development on the North Shore.

Tengri Architecture Ltd. has applied for the rezoning of 327 Fortune Dr., 321 Fortune Dr. and 285 Leigh Rd. from R2 (residential) to RM4 (multi-unit 4, medium-high density) to allow for the proposed 54-unit development on the corner of Fortune Drive and Leigh Road.

“We are planning to build a four-storey building that will include indoor and outdoor gathering spaces and on-site parking,” notes a BC Housing document issued on Aug. 14.

“These homes would be deeply affordable studio apartments for people who need supports to maintain their housing. Residents would be single adults (19-plus) of all genders, including seniors and people with disabilities.”

The document notes BC Housing would select a non-profit operator to manage the building and provide services to the residents.

A City of Kamloops administrative report to council notes development supports would include a meal program, opportunities to connect with health services and build job and life skills.

There will be a minimum of two staff available around the clock and security measures will be incorporated, including staff coverage at all times, according to the city report.

Fencing and security cameras would be installed and the building designed with one point of entrance to monitor people coming and going, according to the city report, which notes BC Housing plans to begin construction in 2025.

“At this site, we plan to create 54 homes with support services,” reads the BC Housing document. “These new homes are an important part of our continued effort to address and prevent homelessness in the community.”
