An evacuation alert is meant to prepare residents to evacuate their premises or property should it be found necessary. The TNRD says residents will be given as much advance notice as possible prior to an evacuation order but they may receive limited notice due to changing conditions.

Guidelines on what to do in an evacuation alert or order can be viewed here.
