KAMLOOPS — An unredacted report stemming from a third-party investigation into alleged misconduct by Kamloops mayor Reid Hamer-Jackson shows the depth of the challenges and issues that exist between the mayor and the top two employees of the city, CAO David Trawin and acting CAO Byron McCorkell, who are both listed as complainants in the report. It should be noted McCorkell and Trawin did not instigate the investigation but took part as per city policy.

Hamer-Jackson provided the report to CFJC Today and other Kamloops media outlets Friday (Apr. 5) despite the matter having previously been handled in closed meetings. Through its lawyer, the city has pledged to take legal action.

The report did find that Hamer-Jackson violated the Code of Conduct with respect to Trawin on eight occasions and with McCorkell on one occasion.

After receiving legal guidance, CFJC Today is naming Trawin and McCorkell but has chosen to keep the other two city hall employees who were complaints anonymous.

In an email to CFJC Today on Monday, Trawin who is currently on personal leave from the city, stated that he has not seen the final report and therefore could not comment on its contents. McCorkell has not responded to a request for comment.

While the report itself is not a part of Tuesday’s (April 9) regular council meeting agenda, there is a closed meeting scheduled for tomorrow morning.
