Killer who dumped teen’s body near Savona in 2000 has parole restored after four-month suspension

VANCOUVER — A man who killed a teenager and dumped his body near Savona in 2000 has had his parole restored — against the advice of his court-appointed Case Management Team.

Fifteen-year-old Vivien Morzuch’s body was found near the entrance to Steelhead Provincial Park in July, 2000.

Brian Townsend was convicted of Morzuch’s killing in 2008 and given a sentence of life in jail. The Parole Board of Canada (PBC) granted Townsend full parole in 2020.

According to a PBC decision, Townsend’s parole was suspended and he returned to prison in September, 2022 after he was found to have deceived his Case Management Team about where he was spending time and the state of his relationships.

A PBC decision dated January 12, 2023, restored Townsend’s full parole.

However, this came against the advice of his Case Management Team, who recommended full parole be revoked, saying Townsend requires “further counselling and programming to address… personal/emotional factors.”

In restoring his parole, the PBC did impose a six-month residency condition “for the protection of society and to assist with your reintegration as a law-abiding citizen.”
