Homebuilders hopeful Eby’s housing announcement will aid densification in Kamloops

KAMLOOPS — The housing announcement from David Eby does bring with it some criticism from City Hall in Kamloops.

Kamloops Mayor Ken Christian agreed that there is a housing crisis, however he was focused on a few changes that seem to overstep municipal jurisdiction, including mandating secondary suites across British Columbia, and allowing single family homes in urban centres to be redeveloped with higher density options.

“This is like a bull in a china shop approach because it is really trampling over a lot of the authority that was previously held by municipalities. And all we do is reflect the comments of neighbourhoods. So, issues like blanket secondary suites, we have taken a more nuanced approach to that. There are certain areas like cul de sacs and things like that where that’s not a particularly good idea,” said Christian.

The City of Kamloops through consultation with the public has created an official community plan and zoning bylaw that specify the future development of neighbourhoods, those plans could be muted if the Eby proposal proceeds.

“It’s the residents of Kamloops that have approved the official community plan and zoning plans for various neighbourhoods. To override those, I think, really discounts the opinion of people who live in cities,” added Christian.

The association that represents the Central Interior branch of Canadian Homebuilders Association (CHBA) is hopeful the new measures, if adopted, could help the construction industry.

With only three per cent of Kamloops currently sitting vacant and developable, anything to improve density is welcome to the builders.

“In Kamloops, the long and the short of it is we need 400 units per year. One of the main benefits for the housing industry will be the ability to place a three-plex on a single family lot. That a really big deal in our community,” said CHBA Central Interior President Tom Calne.
