Former Vernon teacher given lifetime ban

VERNON, B.C. — A former Vernon teacher convicted of sex crimes with minors, has been banned from teaching in the kindergarten to Grade 12 school system for life.

Anoop Singh Klair was convicted in May 2021 of four historical charges related to sexual assault and sexual touching of four minors between 1999 and 2003 prior to him working as a teacher.

Klair, 40, was charged with eight offences in 2018 — four charges were later stayed by the Crown — and he resigned from the school district that he worked for on Oct. 4, 2018.

The court was told he was an on-call teacher for 10 years in elementary schools.

The B.C. Commissioner for Teacher Regulation has released details of a consent resolution agreement between the commissioner and Klair.

As part of the agreement, Klair admits the facts of the agreement are true and that his conduct was unbecoming and contrary to the standards.

He also agreed to the cancellation of his certificate of qualification.

“Klair agrees that he will never apply for, and understands the director of certification will never issue to him, a certificate of qualification, an independent school teaching certificate or any other authorization to teach in the kindergarten to grade 12 education system under section 64(g) of the Teachers Act, or any successor legislation,” the ruling stated.

Commissioner Howard Kushner said the lifetime ban was warranted as Klair “engaged in repeated victimization of minors over an extended period of time,” and “his conduct was extremely serious and underminded the integrity of the teaching profession.”

In court, Klair was given a 3.5 year prison sentence on the four charges on Sept. 15, 2021.
