Police watchdog hopes public can help sort out circumstances of North Shore bus loop death

KAMLOOPS — The Independent Investigations Office of B.C. (IIO) is looking into the death of a man in Kamloops last week, and whether police action or inaction played a role.

At approximately 5:00 pm on June 28, 2022, a bystander noticed some people who appeared to be unconscious at the North Shore bus loop. He reported his observations to the RCMP. Chief Civilian Director of the IIO Ron McDonald stated that is where their investigation begins.

“About two hours later, it appears that same individual was found in very poor condition and he later passed away. Therefore the question is what, if anything did that police officer, who received that information, do with the information that was received at 5:00 p.m. allegedly,” said McDonald.

There are two possible outcomes for the investigation, the officers involved will either be cleared, or charges will be recommended to the Crown. Should everybody be cleared, the full report from the IIO investigation will be made public.

“Often our investigations are helped greatly with the assistance of civilians. If anybody was in that area, made any observations about persons around that bus loop or any observations that they think may be relevant. Please contact us,” added McDonald.

The IIO is the independent civilian oversight agency of the police in British Columbia. It investigates all officer-related incidents that result in serious harm or death, whether or not there is any allegation of wrongdoing.
