‘It’s a very small number of people who are committing most of the offenses’: Kamloops top cop

KAMLOOPS — Last week, the B.C. government along with the B.C. Urban Mayors’ Caucus announced that two experts have been hired to investigate and report on prolific offenders and random violent attacks. A written report with recommendations will be prepared as part of the investigation and released publicly in early fall.

The Kamloops RCMP were involved in the recommendation made by the urban mayors, with Superintendent Syd Lecky reporting to Mayor Ken Christian on the situation locally. While his report didn’t speak to every prolific offender, Lecky agreed that a few individuals are responsible for a large percentage of Kamloops crime.

“At any given time we try to keep monitor of the top 10-to-20. But for that report we confined it to a smaller number. But there is no question that it is a very small number of people who are committing most of the offenses. Caught multiple times, in custody, released and then once again we are chasing after them with warrants, trying to re-arrest them,” said Lecky.

Trying to track down repeat offenders is putting additional strain on the RCMP and the court system. Lecky noted that any change on how the province deals with prolific offenders will improve the local detachment ability to do their jobs.

“It impacts policing in Kamloops, it’s impacting our business community, our downtown. It’s not lost on us the pressures that the community is feeling. To be able to have the tools to do the job, which is what we’ve been asking for every time I go to council, is to empower us to do the job we are expected to do,” stated Lecky.

The timeline for the report is 120 days, but the experts have been advised that if they find opportunities that do not need to wait for a final report, they should advise government so action can be taken earlier in the process.
