Kamloops council enacts new bylaw governing local film production

KAMLOOPS — For the first time in its history, the City of Kamloops now has a bylaw to govern film productions taking place within city limits.

Council passed the new bylaw at its regular meeting Tuesday (Sept. 28).

In a report, staff told council the industry has been growing steadily in Kamloops, and 2021 saw the most film productions ever in the city.

City staff provide services such as coordination, parking and locations, charging on a cost-recovery basis.

The new bylaw will charge production companies a permit fee of $125 to help make up those costs. It will also require companies put down a $5,000 security deposit. Charity, not-for-profit or student productions only pay $25.

Mayor Ken Christian emphasized the importance of offering the industry support, considering the money it infuses in the local economy.

“Before the pandemic… I visited one that was filmed in the Cherry Creek area. They fully took up fifty-some-odd rooms at the Marriott hotel in Kamloops while they were doing the filming out there – most of the crew coming from Britain. It just twigged my mind to the economic impact that a film production in this area has,” Christian said.

“Looking at the opportunities Kamloops has as a very diverse geography — it meets a lot of needs, be it western or sci-fi, this one happened to be a prehistoric thing.”
