Province reveals plan for full return to school in September

VICTORIA — The province has revealed plans for a return to school in September, with a divide and conquer theme to in-class instruction. Phase Two of B.C’s Education ReStart Plan will be enacted in the fall.

The plan will have students and staff placed within certain learning groups. Interactions will be limited to learning group bubbles.

Education Minister Rob Fleming says there will be up to 60 people in elementary-aged learning groups, and up to 120 in secondary-aged groups.

“Students in a learning group is distinct from students within a class. They will be able to interact and connect with each other as a consistent group during breaks in common areas like the gym or library, playgrounds, or on school buses,” said Fleming. “Limiting the number of people each student or staff member comes into contact with, will reduce the risk of transmission and will ensure better contact tracing by health authorities.”

For larger schools that have between 1,500 and 2,000 students, Fleming says there may be a hybrid approach needed. The province is working with principals of those schools to develop a blend of online and in-person instruction.

New health and safety guidelines will be enacted to combat the spread of COVID-19. The province will provide $45.6 million for increased cleaning of high-contact surfaces, more hand-hygiene stations and to increase the availability of masks.

Dr. Henry stresses that masks will not be mandatory for children. However, when situations will not allow for safe distancing, masks will be recommended.

There will also be a pointed focus on students and staff staying home if they feel sick. “This new approach and the measures we have in place are not forever, but they are going to be for the coming school year,” said Dr. Henry.

Should more cases arise, Dr. Henry says adjustments will be made.
