City proposes $13.5M facelift for Tournament Capital Centre

KAMLOOPS — City of Kamloops staff will ask council next week to vote on a massive project that would see the Tournament Capital Centre (TCC) completely revamped.

In 2017, staff initially predicted a $9 million maintenance project to improve the TCC and replace components that were reaching the end of their functional lives.

Since that time, the project cost has increased by about 10 per cent.

In addition, staff have now identified “revitalization and modernization elements” in the building that it is recommending be completed at the same time.

The facelift includes new roof and walls, mechanical, electrical and HVAC systems, lighting and boilers. It would also involve replacing the change rooms, hot tub, sauna and steam room, and building a new east entrance.

All told, the project is predicted to cost $13.5 million. Staff is projecting it can obtain grants accounting for $2.5 million of the final price tag. The majority of the remainder of the funding would come from reserves ($4.3 million) and debt ($6.2 million).

Construction would begin this June and would wrap up by January, 2021. The Canada Games Aquatic Centre would need to be closed during construction.
