CANNES, France — Julianne Moore says that for the movie industry to reach gender parity, it’s necessary to implement quotas.

Speaking at the Cannes Film Festival on Wednesday, Moore said measures are needed to change the culture and that she believes in quotas. Moore says efforts should be made to level the playing field for women and minorities, and that “you have to open doors.”

While quotas haven’t been much discussed in Hollywood, they’re more common in Europe where filmmaking is often supported by public money.
