VANCOUVER —   Vancouver’s police chief says the Metro Vancouver area is experiencing a surge of gang violence not seen in a decade.

Chief Adam Palmer says the death of an innocent 15-year-old boy who was struck by a stray bullet has rocked the community.

The teen’s older brother, Wilfred Wong, spoke at a news conference yesterday and says their family is still in shock.

Police have said the intended target of the shooting was 23-year-old Kevin Whiteside, who was also killed, but no information about potential suspects has yet been released. (The Canadian Press)
